outboard engine chrysler 4.5hp twin short shaft new impeller

Description:

Was last running in feb this year.
Had a new impeller put in and was pumping water perfect.
have gone to start it beginning of the month, but could not get it to fire up.
Has spark from both plugs and fuel is getting to the chambers.
In trying to get it to start, the recoil would not retract, so abit harder to .
Loads of compression? It goes into forward and reverse as it should.
